Project Update - February, 2002

1. RESEARCH ON DATA SWAPPING. As part of a study for NCES that complements the DG project, NISS is undertaking a detailed study of data swapping. The perspective, building on other work on the project, incorporates both disclosure risk (via record linkage) and data utility (as measured by distortion of tabular data summaries between the pre- and post-swapped microdata). High-level design has been completed for software that allows:

Prior specification of "risky" data records as swapping candidates;
Investigation of multiple choices of swapping variables, as well asvariation of the swapping rate;
Multiple, intruder-based models of disclosure risk.
